The Fear Index made an extreme low 10.39 Last week.
A lower volatility means that a security’s value does
not fluctuate dramatically, but changes in value
at a steady pace over a period of time.
That what happening now.

VIX             level of below 15 is seen as stability to the
market, while a figure above 15 indicates high volatility .
Now there is No FEAR.. :D
Will a level of 15 and above give volatility? But the VIX have traded even at 35 plus value and in extreme cases 50 plus. I think the volatality will be at operation once it crosses 20 or so? do we also consider high volatility indicates fear and the low volatility means complacency?

may be you are right. Above 20 it will be high volatility. who are we to decide the borders.
these are contrarian index for guidance. I use it for study. there is no rigidity in my opinion
