Currently IRFC in No trading zone. It will breakout on either side very soon. If bearish then will go on forming AB=CD diamond pattern. If Bullish then will go near 30 in coming months.

If it follows on this bullish diamond ABCD ... then it can go below 20. If 23 is strong support then it can form cup and handle and reverse. Hard to predict future with penny stocks. Long term it's still bullish. Not giving dividend and utilizing for debt and capital expenditure is good move by company
