IO_ATR_MA
This is an ATR+MA indicator.. the general idea is:
- when ATR is higher than MA, volatility is high
- when ATR is lower than MA, volatility is low
- when ATR is higher than MA, volatility is high
- when ATR is lower than MA, volatility is low
